Benjamin Howell, Jr. was born on June 29, 1786, the son of John Howell (1759-1834) and Phebe Farrand (1760-1813). He was a well-known attorney in addition to being a surveyor and merchant. On November 19, 1809 when Benjamin was 23, he married Elizabeth Cobb (1789-1869), daughter of Colonel Lemuel Cobb and Mary Smith, in Parsippany, New Jersey.
